The first question belongs to your software
Open the application where the document ultimately belongs. Does it need to operate the scanner through its own Scan command, or can it import a PDF that another program creates? That distinction should come before feeder speed, Wi-Fi or screen size.
Ricoh confirms that ScanSnap Home and ScanSnap Manager do not provide TWAIN or ISIS support. An iX1600 therefore will not appear as a TWAIN source inside an application that requires one. Opening a saved image in another program is a separate workflow, and that program must support the file.

The useful finding: a scanner that creates a PDF is not automatically a scanner your application can control. Conversely, a program that accepts PDFs may not need direct scanner control at all. These are workflow differences, not a ranking of scan quality.
Where the existing scanner shortlist fits
The Epson ES-400 II includes a TWAIN driver and OCR for searchable PDFs. That makes it worth checking when direct application scanning matters. Epson describes compatibility with most document-management software; this is not a promise for every app, operating-system release or managed computer.
The ScanSnap iX1600 takes a different route through its own software. For a household filing receipts and paperwork, the practical question is whether the resulting files land in the right place with little correction. For an office application that explicitly requires TWAIN, its touchscreen does not remove that requirement.
Use the home-office scanner specification table after choosing the software route. It also separates the portable Brother DS-640 from desktop feeder options, so a small occasional stack does not automatically become a desktop-scanner purchase.
A five-minute compatibility worksheet
Fill this in with the application open. Keep the answers with your shortlist so you can check the seller's exact model against them.

“Supports scanning” is too broad an answer from either vendor. Ask about the exact command and file path you plan to use. A managed office may also restrict software installation or cloud destinations; confirm those before paying for convenience features.
Check the finished document, not just the preview
Use harmless sample pages for the first workflow test. Include a double-sided sheet, a receipt and a document with a distinctive number. Confirm that every side arrives once, in order, in the correct folder or record. If you need searchable text, search for that number and inspect it against the visible page. A PDF opening successfully does not establish OCR accuracy.
Time the complete task: capture, correct, name and file. If a saved-file route adds only an occasional import, it may be perfectly comfortable. If every document requires repeated attaching and renaming, a supported direct-scanning workflow may be worth prioritizing. That is an assessment of your steps, not a measured speed claim about either scanner.
